Latvian Lotteries

National lotteries are a monopoly of the state and are operated by a government-owned company, Latvijas Loto. The company was established in 1972 and transitioned into the Latvian government as the national lottery in January 1993. The lottery system became available online to Latvian citizens in 1996.

Authorized lotteries in Latvia include numerical lotteries, where winning is determined by correctly guessing numbers, and instant win, or moment lotteries, where participants find out if they won immediately after the purchase of their ticket.

In the national lottery, the total sum of the value of lottery tickets in a single drawing may not be under EUR 140,000.

Local lotteries may be organized in a particular town or region for charitable or commercial causes, but the same coordinator may not organize a draw in several regions at the same time. Local lotteries must be organized during a public event, the total sum of the value of the lottery tickets may not exceed 720 euros, and prizes cannot be given in cash.
